Stephen E. DeVol
.
I was trained as an economist and worked professionally in investments, merger and divestiture and venture capital industries. I have owned several small businesses. And now I am a retired senior with the time and resources to help disadvantaged people to help themselves. I love small business owners, students, immigrants and people who work for a living. We speak a common language. I am a disabled veteran and non-compensated volunteer dedicated to providing comprehensive tax preparation services for a PayPal Giving Fund charitable donation to help the homeless.
I am an AFSP participant included in the IRS website database that taxpayers can use to find qualified tax preparers. I am granted limited representation rights, allowing me to represent clients before revenue agents and customer service representatives. I am partnered with Attorneys, CPAs and Enrolled Agents who can assist with appeals, collection issues and represent taxpayers before Appeals Officers, Revenue Officers, or IRS Chief Counsel attorneys.
Many of my clients are foreign investors, professionals, students, laborers, small business owners and gig workers who are here on Visa and are required to file IRS 1040N. Zoom translation captioning is available in 36 languages.
Jonathan "Nate" Raphael
A purpose of the nonprofit tax business is to help seed and bootstrap business startups for disadvantaged entrepreneurs. We are presently working with CITVN Coop member Jonathan "Nate" Raphael. He is a Christian gentleman from Haiti. Nate and his children are immigrants with green card. His wife is a Temporary Protected Status (TPS) refugee, which has been in place since the 2010 earthquake. In April 2023, UN Security Council members concurred that "appalling violence, humanitarian situation and complete instability have reached levels that threaten to turn Haiti into a failed State. Today, seeking continued asylum is no longer a choice, it's a matter of survival.
The Raphael's have a new baby on the way. Both husband and wife work part-time as home healthcare aides while juggling the duties of parents. Owning a small business will help Nate, his wife and three young children to obtain permanent residence. He is training to own and operate a tax preparation business. While simply starting a business does not automatically grant citizenship, it provides a stable foundation from which an immigrant can eventually apply for naturalization after meeting the required residency and other criteria (usually after five years of permanent residency). Business activities and economic contributions can demonstrate commitment to the U.S..
The Greater Boston area has a significant Haitian population, with estimates ranging from nearly 70,000 to around 73,627 people in the metropolitan area, over half of whom are naturalized. This makes the Boston area one of the largest Haitian communities in the United States.
Immigrants make up 21.9 percent of Massachusetts's labor force and support the state's economy in many ways. They account for 27.0 percent of entrepreneurs, 29.3 percent of STEM workers, and 38.6 percent of health aides in the state. They spend $51.8 billion annual and contribute $20.4 billion in taxes. As neighbors, business owners, taxpayers, and workers, immigrants are an integral part of Massachusetts's diverse and thriving communities and make extensive contributions that benefit all.
Though a great majority of immigrants qualify for free tax preparation assistance, the number of local volunteer agencies with Haitian Creole interpreters is limited. 60% of Haitian immigrants hire a tax preparer to report and file tax returns, which are required to maintain immigrant status.
As part of a broad immigration crackdown, the Donald Trump administration is actively working to terminate Temporary Protected Status (TPS) for Haitian migrants, which would make approximately 500,000 individuals eligible for deportation. The administration has also ended a Biden-era humanitarian parole program that allowed Haitians to enter the U.S. legally with a financial sponsor.
Donald Trump has used inflammatory rhetoric regarding Haitian immigrants, debunked and widely condemned as racist and xenophobic, creating fear and anxiety within the Haitian community.
